How to mail a PDF to someone in a Vermont prison
Personal letters and printed pages go directly to the facility where the person is housed. Vermont does not use a statewide scan center — mail is opened and inspected at the facility, and the person generally receives the pages (envelopes are not kept).
Covers Vermont Department of Corrections (VT DOC) state correctional facilities. A small number of people are housed in out-of-state contract beds — use DOC’s out-of-state guidance for those addresses. Vermont county jails and federal facilities have separate rules.

Where to send mail
Personal mail from family and friends (including printed PDFs)
Use the Vermont Inmate Locator for the person’s ID number and current facility, then the facility mailing address on doc.vermont.gov. Include the person’s full legal name, inmate number, and facility name. Put your complete name and return address in the upper-left corner of the envelope.

Send elsewhere or use different rules
- Legal / privileged mail → Same facility — privileged-mail handling
Incoming privileged correspondence (attorneys, courts, listed legal-services organizations, and similar senders on official business) must be in an official envelope with a verifiable return address. It is opened in the person’s presence, not read as routine mail (#409.05).
- Books, magazines, and newspapers → Publisher or commercial distributor only
Publications must be mailed directly from the publisher or a commercial distributor — not packed into a personal letter. Softcover unless an approved educational text (#409.05).
- Funds for commissary / phone → Inmate trust lockbox — not cash in the envelope
Family deposits must use guaranteed funds (bank check or money order) via the DOC inmate trust lockbox. Cash or personal checks sent in mail are returned (#409.05).
- Incarcerated individuals housed out of state → Contract facility per DOC out-of-state guidance
Do not assume an in-state facility address. See doc.vermont.gov/information-inmate-families-and-friends/inmates-housed-out-state.
Format & content rules
- Always include your complete name and return address. Mail with no return address or an incomplete sender name and address is refused and returned to the delivery provider (#409.05).
- Do not send mail postage due — the facility will not accept it (#409.05).
- Postage stamps and special sticker-type seals are removed from the envelope before delivery, unless the piece is being returned to sender (#409.05).
- Do not glue, tape, staple, or otherwise affix items to pages. Correspondence with items attached by glue or other adhesives is prohibited (#409.05 / Resident Handbook).
- Do not enclose cash, personal checks, blank paper, extra envelopes, or postage stamps for the recipient (#409.05).
- No nude or sexually explicit photos or drawings; no Polaroid-type photos (#409.05).
- Do not send maps, atlas descriptions, Internet depictions, or drawings of the facility or local geographic region (#409.05).
- Printed pages from publications with copyright (news clippings, copied book pages, etc.) may receive extra review before the person may keep them (#409.05).
- The Resident Handbook notes that mail may be photocopied in some situations — do not send originals you need returned.
Document mailing checklist
- Confirm the person is in VT DOC custody and look up their inmate number and current facility in the Inmate Locator.
- Look up that facility’s mailing address on doc.vermont.gov (some sites list a separate mailing address, e.g. NWSCF).
- Print your PDF on ordinary letter-size paper; do not staple, tape, or glue pages together.
- Address the envelope with full name + inmate number + facility name and address, include your return address, and mail as personal correspondence.
