How to mail a PDF to someone in an Oregon prison
Personal letters and printed pages go directly to the person’s Oregon DOC facility. Oregon is not on a statewide scan-to-tablet system — the incarcerated person receives the physical mail after inspection.
Covers Oregon Department of Corrections (DOC) state prisons. County jails and federal facilities in Oregon have separate rules and addresses.

Where to send mail
Personal mail from family and friends (including printed PDFs)
Use the Adult in Custody Lookup for court name, SID number, and current facility, then the facility’s mailing address from DOC prison locations. Include your complete return address. Use the person’s court name as it appears on DOC records — no nicknames.

Send elsewhere or use a different channel
- Legal mail → Facility — marked “LEGAL MAIL” on the envelope
Mail from attorneys or courts must be clearly labeled “LEGAL MAIL” on the addressee side to receive special processing (opened for contraband in the AIC’s presence, not read or photocopied). Without the label, it is handled as ordinary mail.
- Official mail → Facility — marked “OFFICIAL MAIL”
Mail to/from designated government officials qualifies only when clearly labeled “OFFICIAL MAIL” per OAR 291-131-0010(21).
- Books, magazines, newspapers → Publisher / distributor / book vendor only
Publications must be shipped directly from the publisher, distributor, or book vendor — not from private parties. Packages from individuals are returned unopened.
- Money for commissary → Central Trust (Salem) — not the facility mailroom
Money orders and cashier’s checks only, payable to “DOC” with the AIC’s name and SID. Do not send cash with correspondence.
- Packages (non-publication) → Facility — prior authorization required
Packages other than publisher-shipped books/magazines/newspapers require prior written approval from the facility functional unit manager and a package authorization form attached to the outside.
Format & content rules
- Printed PDF pages mailed as personal correspondence are allowed when they meet OAR 291-131 incoming-mail standards — content must be in pen, pencil, typewritten, photocopied, or printed (not crayon, marker, gel pen, or abnormally thick ink).
- Use standard-weight (20 lb or less) white paper only. Greeting cards, postcards, and cardstock are not allowed under rules effective January 13, 2025.
- Enclose mail in a commercially produced white envelope no larger than 9″ × 12″. Non-white, padded, corrugated, tear-resistant, or security-tint envelopes are refused.
- General correspondence is authorized up to ¼″ thick. Legal and official mail may be up to 3″ thick. Split longer document packets across multiple mailings if needed.
- Allowed enclosures include written correspondence, photocopies, printed web pages, newspaper/magazine clippings, small pamphlets, handmade drawings, and photographs — subject to content restrictions in OAR 291-131-0035 (no sexually explicit images, contraband, etc.).
- Always include a complete return address with your full name. Mail with no return address is refused.
- Ordinary incoming mail is subject to inspection (opening, reading, photocopying). Do not send cash, checks, stickers, tape, or other prohibited items with a PDF mailing.
Document mailing checklist
- Confirm the person is in DOC custody and look up their court name, SID number, and current facility.
- Print on standard white copy paper (20 lb or less). Keep the packet at or under ¼″ thick — split longer PDFs into multiple envelopes.
- Use a plain white commercial envelope (max 9″ × 12″) with court name, SID, facility name, and full facility address plus your return address.
- Mail to the facility as personal correspondence — not to Central Trust or a publisher channel.
