How to mail a PDF to someone in an Ohio prison

Personal letters and cards go to the ODRC Mail Processing Center in Youngstown, where they are copied or scanned. The incarcerated person receives a copy — not your original pages.

Send to the parent institution instead

  • Legal / court mailParent institution (not OMPC)

    Privileged legal mail requires a valid ODRC legal-mail control number. Mail from attorneys, courts, or other listed senders without a control number is processed as regular mail (opened, copied, and delivered). Register and generate control numbers via ODRC’s legal-mail portal before sending confidential legal correspondence.

    ODRC routes business mail from organizations, businesses, and agencies to the facility — not the OMPC personal-mail address.

    Professionally produced printed materials (magazines, newspapers, books, calendars) are not handled like personal letters at OMPC and are not copied under the letter process. Family/friends generally cannot order publications from third-party vendors to be shipped to the institution — deposit funds so the incarcerated person can order allowed materials themselves.

Format & content rules

  • Personal cards and letters — including printed PDF pages mailed as correspondence — go to the OMPC and are copied or scanned. Color originals are copied in color; black-and-white in black and white. The front of the envelope is copied so the return address stays with the contents.
  • Official first-class enclosure limit: up to fifteen (15) pages written or typed, front and back, on white or yellow paper no larger than 8½″ × 14″. Double-sided printing is allowed — the limit is 15 sheets, not 15 sides.
  • Up to 10 photographs are allowed in a first-class letter; nudity is prohibited. Photographs are also subject to copying/scanning.
  • Greeting cards must be commercially manufactured, single- or multi-fold; pop-out cards are prohibited. Musical or altered cards are not allowed.
  • Always put a complete return address on the envelope and the incarcerated person’s name and inmate number. Mail sent to an old facility address may be forwarded to OMPC and delayed.
  • Cash, checks, money orders, and other contraband found during inspection are handled under ODRC contraband rules — do not enclose funds with a PDF mailing; use the approved deposit channel instead.
  • Content can still be withheld under OAC 5120-9-17 (incoming mail) or 5120-9-19 / Policy 75-MAL-02 (printed material) if it threatens security or otherwise violates policy.

Document mailing checklist

  1. Confirm the person is in ODRC custody and look up their inmate number (R/A + 6 digits).
  2. Keep the packet at or under 15 pages (double-sided is fine). Split longer documents into multiple envelopes.
  3. Print on white or yellow paper; do not use padded envelopes or non-paper enclosures.
  4. Address to the OMPC in Youngstown with name + inmate number and your return address, then mail as personal correspondence.
