How to mail a PDF to someone in a North Dakota prison

Since June 1, 2021, personal letters, cards, photos, and drawings go to DOCR’s Securus Digital Mail Center in Tampa, FL — not the prison. Mail is scanned and delivered on the resident’s player/tablet. Originals are not delivered.

Where to send mail

Personal mail from family and friends (letters, cards, photos, drawings, printed PDFs)

Include the resident’s full legal name and ID number. A complete return address (sender’s last name, street or P.O. box, city, state, ZIP) is required. Personal mail sent to a DOCR facility after June 1, 2021 is returned to the sender.

Send to the facility — not the Securus center

    Attorneys must mark envelopes as legal, confidential, or privileged and use the facility address for NDSP/MRCC (P.O. Box 5521, Bismarck), JRCC (2521 Circle Drive, Jamestown), or other assigned facility — not Tampa.

    Must be new and sent directly from an approved publisher or vendor — not mailed by a private individual to Tampa or the facility. See the Facility Handbook “Publications” section.

    Some certified or official documents may be accepted at the facility with prior Deputy Warden approval obtained through the resident’s case manager. No personal correspondence may be included.

    Certified mail cannot contain personal correspondence. Postage-due mail at the digital center is returned to sender.

Format & content rules

  • Personal mail — including printed PDF pages mailed as correspondence — is scanned at the Securus Digital Mail Center and made available on the resident’s player. Pictures and drawings are accepted for scanning.
  • Photocopies, acceptable internet printouts, and other material that is not social or personal writing are limited to 10 pages per envelope. If an envelope exceeds that limit, all such pages may be rejected.
  • Up to 30 photographs per envelope. Multiple photos on one printed page count as one photo; duplicate copies of the same photograph are not allowed.
  • Third-party mail is rejected when the sender on the contents differs from the return address (exceptions include children or others at the same household who add a letter to the envelope).
  • Include a complete return address on every envelope. To receive physical originals back after scanning, enclose a self-addressed stamped envelope.
  • Do not send money, checks, or money orders with mail — deposits go through JPay. Cash received through mail is held until release.
  • Content remains subject to DOCR rejection criteria (security threats, sexually explicit material, gang symbols, contraband, etc.). Denied mail can be appealed within seven days.
  • Friends and family may also send electronic mail through Securus at securustech.net (stamps purchased online).

Document mailing checklist

  1. Confirm the person is in DOCR custody and look up their resident/offender number.
  2. Keep photocopies and non-personal printouts at or under 10 pages per envelope; split longer packets across multiple mailings.
  3. Print on ordinary letter-size paper with a complete return address on the envelope.
  4. Address personal PDF/letter mail to the Tampa Securus center — not the prison facility.
