How to mail a PDF to someone in a New Jersey prison
Non-privileged personal mail goes to Pigeonly Corrections in Las Vegas, where it is scanned and reprinted. The incarcerated person receives a printed copy — not your original pages.
Covers New Jersey Department of Corrections (NJDOC) state prisons. New Jersey county jails and federal facilities have separate rules and addresses.

Include the person’s full name, SBI number, and the NJDOC facility name with its Pigeonly code (e.g. “New Jersey State Prison – 1400”). A complete return name and address is required. For satellite facilities, use the parent facility’s code (per NJDOC FAQ). Send to the facility instead
- Legal / privileged mail → Facility legal-mail address — not Pigeonly
Courts, attorneys, government offices, and other privileged senders mail directly to the institution. Mark the envelope “Legal Mail,” “Attorney/Client,” “Confidential,” or similar. Privileged mail received by Pigeonly is returned to the sender.
- Books, magazines, newspapers, publications → NJDOC facility — from publisher, vendor, or distributor only
Publications with a spine, newspapers, and periodicals are not accepted at Pigeonly. They must ship from the source of sale to the facility. Used publications are temporarily suspended statewide.
- Official documents → Not via Pigeonly
NJDOC lists “official documents” among items Pigeonly will not accept. Do not mail birth certificates, court filings, or similar records through the personal-mail vendor unless NJDOC confirms another channel.
- Packages and oversized mail → Centralized Search and Sorting Center (CSSC) — from Sept 2026
Beginning September 15, 2026, approved packages, books, magazines, and privileged mail must go to CSSC at 55 Hogback Rd, Crosswicks, NJ 08515 from approved vendors. General personal letters continue through Pigeonly.
Format & content rules
- All non-privileged USPS mail — including printed PDF pages mailed as correspondence — goes to Pigeonly. Mail is opened, screened for contraband, scanned (including color), printed, and shipped to the NJDOC facility on the envelope. Originals are held 45 days; senders may request return within that window via support@pigeon.ly.
- Envelope must be no larger than 4″ × 9½″. Letter paper must be no larger than 8½″ × 11″. Greeting cards max 5″ × 7″ (no pop-up, 3D, electronic, or overly thick cards). Postcards must be 5″ × 7″.
- Return name and address are required on every piece. Envelopes written in light or colored ink, or that are illegible, may be rejected.
- No stapled items, newspaper clippings, wax-paper letters, glitter, rhinestones, stickers, glued items, or shaped-cut papers. No Express, Priority, bubble, padded, or oversized thin-paper envelopes.
- Photographs must be 4″ × 6″, limit 10 per parcel. No Polaroids or third-party vendor photo prints (e.g. Shutterfly). If any photo in a batch is inappropriate, all may be rejected.
- Do not enclose cash, checks, coins, gift cards, unused stationery, stamps, or official documents you cannot afford to lose. Money belongs in the approved trust-account deposit channel (ViaPath / ConnectNetwork), not in the envelope.
- Content can still be withheld for nudity, explicit sexual material, violence, contraband, or other policy violations. Unauthorized publications may be rejected under N.J.A.C. 10A:18-4.
Document mailing checklist
- Look up the person’s SBI number and confirm they are in NJDOC custody (not a county jail).
- Identify the correct facility and Pigeonly code from NJDOC Staying Connected.
- Print on letter-size paper (8½″ × 11″ or smaller) and use a standard #10 envelope (4″ × 9½″ or smaller).
- Address to Pigeonly with name, SBI number, facility name + code, and your return address; mail as personal correspondence.
