How to mail a PDF to someone in a Nebraska prison
Personal letters, pictures, and drawings go to TextBehind in Phoenix, MD — not the prison. Approved mail is scanned and delivered digitally on the person’s tablet. NDCS encourages senders to mail copies and keep originals.

Where to send mail
Personal mail from family and friends (including printed PDFs)
Include the full facility name (no abbreviations), “Nebraska Department of Correctional Services,” the person’s name and ID number, and your full name and physical return address. Mail sent to the prison instead of TextBehind will be returned or destroyed.

- Funds (money orders, checks, etc.) → Assigned facility PO Box / street address
Funds must go to the facility where the person is assigned — not the Phoenix PO Box. Personal correspondence included with funds is returned; approved funds may still be processed.
- Books, magazines, newspapers, packages → Assigned facility PO Box / street address
Publications and packages are received at the facility mailroom. Books generally must come from approved vendors; magazines/newspapers must be prepaid and sent directly from the publisher.
- Privileged / legal mail → Assigned facility PO Box / street address
Mail from attorneys, courts, judges, and other privileged senders listed in Policy 205.01 is opened at the facility under privileged-mail procedures — not scanned through TextBehind.
- Digital photos, emails, e-cards, money transfers → GTL/ViaPath (not USPS personal mail)
NDCS uses GTL/ViaPath for electronic photos, emails, e-cards, and money transfers — separate from TextBehind personal correspondence.
Format & content rules
- Personal correspondence — letters, pictures, drawings, greeting cards, and printed PDF pages — must go to TextBehind at P.O. Box 247, Phoenix, MD 21131 with the full facility name and NDCS line on the envelope.
- Use black or blue ink on white paper for reliable scanning. Policy 205.01 lists unreadable scans when ink is too light or paper is colored, watermarked, or has background print.
- Photos in personal mail must be no larger than 4″ × 6″ and comply with NDCS content rules (no nudity, gang signs, drug imagery, social-media screenshots, etc.).
- Do not send through TextBehind: money or financial instruments, books/magazines/newspapers, packages, postage stamps or stationery, musical/pop-up/glitter greeting cards, stickers, oversized envelopes, hardware, drugs, or official ID documents listed as prohibited in Policy 205.01.
- If any part of a scanned mailing violates policy, the entire PDF is rejected — split unrelated content into separate envelopes when in doubt.
- NDCS policy places no limit on the number or length of letters when postage is paid, except when a limitation is necessary for security. Content can still be withheld if it threatens facility safety or order.
- Report TextBehind delivery issues to info@TextBehind.com. Originals may be returnable per TextBehind terms of service if requested from the vendor.
Document mailing checklist
- Confirm the person is in NDCS custody and look up their ID number and assigned facility.
- Use the full facility name with no abbreviations (e.g. “Nebraska State Penitentiary,” not “NSP”).
- Address to TextBehind with facility name, NDCS line, name & ID number, and your full return address.
- Print on plain white paper with dark black or blue ink; keep photos to 4″ × 6″ or smaller.
- Do not enclose money, publications, or packages — those go to the facility address.
