How to mail a PDF to someone in a Missouri prison

Personal postal mail to Missouri DOC goes to a Securus Digital Mail Center in Tampa, FL, where it is scanned for the offender’s media player (or printed if they have no tablet). Originals are not delivered to the prison.

Covers Missouri Department of Corrections (MODOC) state prisons under the Division of Adult Institutions. County jails and federal facilities in Missouri have separate rules and addresses.

Format & content rules

  • Accepted for scanning: letters/correspondence, postcards, pictures, and drawings. Printed PDF pages mailed as correspondence fit this category.
  • Maximum 10 items per envelope — each letter, postcard, picture, or drawing counts as one item. Numbering pages is encouraged.
  • Mail must contain only items that can be easily scanned; hard-to-scan items may be delayed or returned.
  • Always include a complete return address and enough identifying information (name + DOC ID) for staff to match the offender.
  • Handwritten correspondence should use blue or black ink. Avoid felt-tip pens, markers, paint, glitter, or ink that bleeds through paper.
  • No labels, stickers, or stamps inside the envelope (postage on the outside is fine).
  • Greeting cards sent through postal mail cannot be scanned and will not be delivered — use Securus JPay for cards, photos, and short videos.
  • Prohibited content includes nudity, sexually explicit writing, gang depictions, tattoo patterns, collages, two-ply or altered photos, screen shots of texts/social media, catalogs, and calendars.
  • Do not enclose cash, checks, money orders, stamps, stamped envelopes, food, or clothing.
  • Optional: include a self-addressed stamped envelope if you want originals returned; otherwise scanned mail is held 45 days then discarded. To request return from Securus, call (800) 844-6591.
  • If any piece of a mailing is rejected, the entire mailing may be rejected.

Document mailing checklist

  1. Confirm the person is in MODOC custody and look up their DOC ID (offender number).
  2. Keep the envelope at or under 10 items — a multi-page printed letter is typically one correspondence item, but split mixed mailings (letters + many photos) across envelopes if needed.
  3. Print on ordinary scannable paper; avoid staples, tape, glitter, or non-paper inserts.
  4. Address to the Tampa Digital Mail Center with offender name + DOC ID and your return address — not the prison facility.
