How to mail a PDF to someone in a Hawaii prison

Personal letters and printed pages go directly to the person’s DCR facility. Hawaii is not on a statewide scan-to-tablet system — the incarcerated person receives the physical mail after inspection.

Covers Hawaii Department of Corrections and Rehabilitation (DCR) state jails and prisons. County police lockups, federal facilities, and privately operated contract sites may use different addresses or rules.

Use VINELink (Hawaii SAVIN) to confirm which DCR facility holds the person, then look up that site’s mailing address on dcr.hawaii.gov. OCCC and HCCC handbooks require your first/last name and full return address on the envelope, the inmate’s first and last name, and the facility name in “c/o” format.

Send elsewhere or use different channels

  • Books, magazines, and other publicationsPublisher, bookstore, or book club — not personal mail

    COR.15.05 allows publications only from a publisher, book club, or bookstore. OCCC and HCCC handbooks also state that books, magazines, and food items may not be sent to an inmate by family or friends. Do not pack a bound book or magazine into a personal PDF mailing.

  • Legal / privileged mailSame facility address — attorney envelope format

    OCCC and HCCC treat mail from the attorney of record or a prospective attorney as privileged/legal mail (separate envelope layout with attorney bar number). Mail from government officials and courts is not privileged/legal mail at those facilities — send it as ordinary correspondence unless a newer facility policy says otherwise.

  • Hawaii inmates at Saguaro Correctional Center (Arizona)Saguaro Correctional Center, Eloy, AZ — not a Hawaii address

    Some Hawaii-sentenced men are housed at Saguaro Correctional Center in Eloy, Arizona (CoreCivic contract). Confirm location in VINELink. Mail goes to the Arizona facility address — contact Saguaro or DCR for current rules if the person is mainland-housed.

  • FundsApproved deposit channels — not cash in a letter

    Facility business offices handle deposits under their own rules (OCCC limits in-person cash deposits and may require approved-visitor status after the first 30 days). Do not enclose cash with a PDF mailing.

Format & content rules

  • Facility-direct physical mail: there is no Hawaii statewide central scanning address comparable to Florida or Arizona digital-mail centers.
  • OCCC and HCCC facility handbooks state there is no limit on the amount of correspondence sent or received for ordinary personal mail.
  • Always include your first and last name, a complete return address, and the inmate’s first and last name. Missing sender or recipient identification is grounds for return.
  • Envelopes may be returned if they have stickers, decorative ink stamps, glitter, glue, drawings, bookmarks, lipstick or kiss marks, or inappropriate content (e.g. pornography, threatening remarks) — per OCCC and HCCC handbooks.
  • Staff monitor incoming and outgoing mail. Suspicious mail may be delayed for security review.
  • Printed PDF pages mailed as a personal letter are correspondence, not a “publication” under COR.15.05 — but content can still be rejected if it violates mail or publication policy.
  • Do not send food items, books, or magazines in a personal envelope. Publications must follow COR.15.05 publisher/bookstore channels.

Document mailing checklist

  1. Confirm the person is in DCR custody and which facility holds them (VINELink / SAVIN).
  2. Look up the facility’s current mailing address on dcr.hawaii.gov — each jail and prison has its own address.
  3. Print your PDF on ordinary paper; use a plain envelope with no stickers, decorative stamps, or drawings on the outside.
  4. Address with your name and return address, then the inmate’s first/last name, c/o facility name and address.
