How to mail a PDF to someone in a Delaware prison

Non-legal personal mail to Delaware state prisons goes to a Pigeonly Corrections scan center in Las Vegas, where it is scanned and reprinted. The incarcerated person receives a printed copy — not your original pages.

Covers Delaware Department of Correction (DOC) state prisons (BWCI, HRYCI, JTVCC, SCI). Community corrections centers and county jails use separate facility addresses and are not covered here.

Include the person’s name and SBI number, then the full facility name and Pigeonly facility code on the line above the PO Box. A complete return address is required. All four state prisons use the same Las Vegas PO Box — the facility line tells Pigeonly which prison should receive the printed copy.

    Attorneys send legal mail directly to BWCI, HRYCI, JTVCC, or SCI. Do not route privileged legal correspondence through the Las Vegas scan center.

  • Official documentsPrison facility

    Government IDs, birth certificates, diplomas, deposit slips, welfare/medical cards, court correspondence in official envelopes, and similar official documents are held on file at the prison — not processed through Pigeonly.

  • Books, magazines, and publisher mailPrison facility (from publisher or approved vendor)

    Newspaper and magazine subscriptions, books, and photo books addressed to inmates must come directly from the publisher or an approved source. Do not send them to the Las Vegas scan center.

  • Checks, money orders, and cashUse approved deposit channels — not mail

    Personal checks, cashier’s checks, money orders, and cash are not accepted at the central scanning facility.

  • Documents requiring the inmate’s signaturePrison facility (pre-approved)

    Transactional documents that need an inmate signature (for example vehicle transfers) must be pre-approved and sent to the facility, not Pigeonly.

    Morris, Plummer, Sussex CCC, Hazel D. Plant, and similar community corrections locations still use their own mailing addresses — not the Pigeonly PO Box.

Format & content rules

  • Non-legal letters — including printed PDF pages mailed as correspondence — go to Pigeonly, are opened and screened, scanned into a searchable electronic document, reviewed by DOC, then printed in color and shipped to the prison. Originals are not delivered to the inmate.
  • Return address required on every envelope. Mail without a return address is rejected.
  • Envelopes must be no larger than 4″ × 9½″ (standard #10 size). Legal-size or oversized envelopes are rejected.
  • Letter paper must be no larger than 8½″ × 11″. Legal-size or oversized paper is rejected.
  • Do not staple pages together — stapled mail is not accepted at the central scanning facility.
  • Greeting cards must be no larger than 5″ × 7″. No glitter, rhinestones, stickers, glued-on items, pop-ups, or electronic/musical cards.
  • Up to 10 photographs per mailing; each photo must be between 4″ × 6″ and 8½″ × 11″. No Polaroids or third-party publisher photos.
  • Not accepted at Pigeonly: newspapers, books, magazines, clippings, cut-outs, unused stationery/stamps, signature-confirmation mail, bulk mail, and padded or oversized packaging.
  • Facility codes for the address line: BWCI 1200 · HRYCI 1202 · JTVCC 1101 · SCI 1201.

Document mailing checklist

  1. Confirm the person is in DOC custody at a state prison (not community corrections) and look up their SBI number.
  2. Identify the correct facility and Pigeonly code (BWCI 1200, HRYCI 1202, JTVCC 1101, or SCI 1201).
  3. Print on ordinary letter-size paper; do not staple pages. Use a standard #10 envelope (≤ 4″ × 9½″).
  4. Address with name – SBI number, facility name – code, PO Box 96777, Las Vegas NV 89193, plus your return address.
