How to mail a PDF to someone in a Connecticut prison

Personal letters and printed pages go directly to the person’s CT DOC facility. Connecticut is not on a statewide scan-to-tablet system — the incarcerated person receives the physical mail after inspection.

Use CT DOC Inmate Information Search for the inmate number and current facility, then look up that facility’s mailing address on CT.gov. Include the person’s full name, inmate number, facility name, and street address on the envelope, plus your complete return address.

  • Legal / privileged mailFacility — clearly marked privileged correspondence

    Incoming legal mail from attorneys, legal-assistance organizations, and court officials is opened in the inmate’s presence for contraband inspection and is not read by staff (Family & Friends Handbook). Correspondence not clearly identified as privileged on the envelope is processed as general mail.

  • Books, magazines, newspapers, calendarsFacility — from publisher, book club, or bookstore only

    Publications must be in new condition and shipped directly by the publisher, book club, or bookstore (AD 10.7 §14). Do not pack books or magazines into a personal letter envelope.

  • FundsInmate Trust Fund — not the facility

    Send money orders or approved deposits to the Inmate Trust Fund with a completed remitter form only — do not include cash, checks, or correspondence with a PDF mailing (AD 10.7 §8; ITF remitter instructions).

Format & content rules

  • There is no statewide digital-mail address — mail the packet to the facility where the person is housed. All incoming general correspondence is opened and inspected for contraband and money, and may be read when authorized (AD 10.7 §7; Regs § 18-81-32).
  • CT DOC policy places no limit on the number of letters a person may receive at personal expense, except as a disciplinary penalty (AD 10.7 §5(a); FAQ).
  • Put a complete, legible return address on the outside of the envelope. If the return address is absent or illegible, the mail may be discarded (AD 10.7 §7(a)).
  • Do not use padded mailing envelopes — CT DOC requests standard paper envelopes because padded mailers may present a security issue and slow delivery (FAQ).
  • Do not include blank envelopes or loose postage stamps inside the mailing (AD 10.7 §7(a)(viii)).
  • Photographs or copies of photographs that have been manually altered after printing may be rejected (AD 10.7 §7(a)(xii)). Sexually explicit or security-threatening content can be withheld under AD 10.7 §7 and §14.
  • Do not enclose cash, money orders, or checks with personal correspondence — send funds separately to the Inmate Trust Fund.

Document mailing checklist

  1. Confirm the person is in CT DOC custody and look up their inmate number and current facility.
  2. Look up the facility’s mailing address on CT.gov (not only the street address used for visits).
  3. Print your PDF on ordinary paper in a standard envelope with your full return address on the outside.
  4. Address with full name + inmate number + facility name + facility street address, then mail as personal correspondence.
