How to mail a PDF to someone in an Arkansas prison

Personal letters and printed pages go to ADC’s Securus Digital Mail Center in Tampa, FL, where they are scanned in color and delivered to the person’s tablet (or printed at the facility if they have no tablet). Originals are not delivered to the prison.

  • Legal / privileged correspondenceThe person’s assigned ADC facility

    Attorneys and other privileged senders must mail directly to the facility where the person is housed. Mail sent to the Tampa address is opened and processed like regular (non-legal) mail.

  • Books, magazines, newspapers, and other publicationsFacility mailing address (from publisher, distributor, or authorized retailer)

    Publications must not go to the Tampa scan center — they will be rejected and returned. Check with the facility for where to send publisher mail.

    Visitation applications must be returned to the inmate’s assigned unit, not the Tampa PO Box and not to the inmate.

    Use ADC-approved deposit channels for funds. Do not enclose cash, checks, or money orders with a PDF mailing.

Format & content rules

  • Effective September 15, 2025, all non-legal mail to ADC must go to P.O. Box 25918, Tampa, FL 33622 — not directly to a prison. Mail is scanned in color (envelope and contents, front and back) and uploaded to the eMessaging app on the person’s tablet.
  • If the person does not have tablet access, Securus scans the mail and emails it to the facility, where ADC staff print and deliver it.
  • Write in dark ink only (black or blue). Pencil and yellow marker reduce scan quality and should be avoided.
  • Pictures, drawings, and other paper items must fit on 8½″ × 11″ letter-size paper. Non-paper items and oversize paper will not be scanned and may be returned.
  • Mail that cannot be scanned before or after opening is returned to the sender.
  • To receive physical originals back after scanning, include a self-addressed stamped envelope with sufficient postage. Without a SASE, scanned mail is discarded about 90 days after scanning.
  • Packages, certified mail, checks, and money orders are not accepted at the digital center and will be returned.
  • Non-privileged mail may be read. Privileged correspondence (attorneys, courts, listed ADC/Board officials, news media) is opened only for contraband inspection in the person’s presence when properly marked.
  • Content can still be withheld under ADC policy and 12 CAR § 70-105 (publications) if it threatens security or otherwise violates rules.

Document mailing checklist

  1. Confirm the person is in ADC custody and look up their ADC number.
  2. Keep the letter at or under 2 pages — Securus counts the envelope as a 3rd page toward the reported 3-page cap. Split longer PDFs into multiple mailings.
  3. Print on letter-size white paper using dark black or blue ink.
  4. Address to ARDOC / P.O. Box 25918, Tampa, FL with name + ADC number and your return address, then mail as personal correspondence.
