How to mail a PDF to someone in an Arizona prison
Personal letters, greeting cards, drawings, and photos go to ADCRR’s Digital Processing Center in Dallas, TX — not the prison. Mail is scanned in color and uploaded to a secure tablet (or viewed via kiosk / black-and-white print). Originals are not delivered to the person.
Covers all ADCRR complexes and privately contracted prison facilities. County jails and federal facilities in Arizona have separate rules and addresses.

Only written correspondence, greeting cards, drawings, and photos are accepted for scanning. Include full first and last name, ADCRR number, prison complex, and assigned unit. Personal mail sent to a facility after the Jan 15, 2026 grace period is returned to sender.

Effective February 27, 2026 — power of attorney, affidavits, property transfers, divorce/custody papers, wills/trusts, financial/tax docs needing signature or notarization. Only ONE copy of each document; must be complete and ready to sign. Envelope must say “SIGNATURE OR NOTARY SERVICE REQUIRED.” Optional pre-addressed, pre-stamped return envelope. Incomplete packets or multiple copies may be returned or treated as contraband.

As of July 13, 2026, legal mail is mail to/from an inmate’s attorney, a judge/court, or a Legal Paraprofessional licensed under ACJA § 7-210 — and must go to the Phoenix Jefferson address (not Dallas, not the unit). Attorneys/LPs need barcodes via https://legalmail.azcorrections.gov/. Judges/courts do not need barcodes. Non-qualifying “legal” mail is treated as regular mail → Dallas.

Veterans, Social Security, and disability checks (effective January 7, 2026). Address to ADCRR, Inmate Trust Accounts Section, with name, ADCRR number, complex, and unit. This is not the Jefferson Street publications address.

ADCRR does not accept personal checks, money orders, or cashier’s checks for inmate trust deposits at complexes. Use the approved deposit method — do not enclose funds with Dallas mail.
Format & content rules
- Scanable at Dallas: written correspondence (letters), greeting cards, drawings, and photos only. Printed PDF letter pages fit that category; packages and publications do not.
- Mail is scanned in color and uploaded to the person’s secure tablet. Digitized mail stays permanently available during incarceration. After release, files are available on a secure public site for up to 90 days, then deleted.
- People without a working tablet get kiosk access or a black-and-white print. They cannot pay to print digital mail at the housing unit.
- Securus aims to process, scan, and make mail digitally available within 3 business days of receipt. Support: (800) 844-6591 (24/7).
- Originals are stored by the contracted provider for 90 days, then disposed of. To get physical originals back after scanning, include a self-addressed stamped envelope.
- Missing inmate number, full name, or the correct address → returned to sender.
- Photograph possession/receipt caps in DO 914 (max 40 possessed; max 40 received in 30 days) may still apply to photo mailings — keep photo counts conservative.
- Content remains subject to inspection and rejection under ADCRR policy after scanning. Outbound mail rules are unchanged.
Document mailing checklist
- Confirm the person is in ADCRR custody and look up their ADCRR number, prison complex, and unit.
- Address ordinary PDF/letter mail to Dallas PO Box 211309 — not the facility and not Jefferson Street.
- Keep the packet to letters / drawings / photos (no bound publications or packages in the Dallas envelope).
- If the document needs an original signature or notarization back, use Phoenix Jefferson with “SIGNATURE OR NOTARY SERVICE REQUIRED” — not Dallas.
